In 1828 Monterey was designated as the only
port of entry for Alta California.
Thus meant that all foreign ships to Alta
California were requested to have their cargo inspected at the Monterey Custom
House and pay import taxes.
Looking at the stretch of coast from Northern
California down to the Baja California there were many places ships could land
and exchange goods, without paying taxes.
