He centralized the U.S. banking system through the Federal Reserve Act (1913). Wilson supported laws limiting the use of child labor and restricting hours of work. He also backed a constitutional amendment giving women the right to vote. Wilson tried to stay out of Word War I. Yet when Germany refused to end submarine attacks on transatlantic shipping, he declared war on April 6, 1917. He unsuccessfully opposed Prohibition, which went into effect in 1920.
